Scaling finished part excluding holes

Hello, I'm looking to scale an entire finished part, while keeping the screws the same specified M3 diameter. Is this possible?

Yes, that is possible, if you built the history accordingly and put the scaling before the holes in the tree. If you got the whole idea for scaling after the fact, it might be difficult and require some cleaning-up.

Here's a simple example.
1-Draw complete part and roll back to fillet. Scale part and roll to end.
2-Draw complete with holes and scale. Drag hole and sketch to place under translate/scale.
