For the cookie cutter below, I need to create (Text, Numbers, Characters, Nomenclature at an ANGLE and in REVERSE). What commands and features has been developed and implemented to be able to do this?

To angle the text, you'll need to delete the hoizontal constraint that gets created when you create the text box.
And an easy way to make it reversed is to sketch on the opposite side and extrude through the part.
