Help in Merging 2 parts

How can I merge these 2 parts?
In the Loft I've chosen add and selected "part 1" but it's not merging. When I force it with a boolean it's also not working.

Here is some thoughts to correct. Loft from bottom of mounting plate then move face to bring the top of the loft level with top of plate before shelling.
