Giving permission to only export a PDF in a shared publication

Hi all!
We have shared a publication with our customer that involves assemblies and pdf drawings.
We want to give them permission to export only the PDF drawings, but not the STEP's.
Of course we can make a seperate publication with only the drawings, but maybe one of you knows a hack?
