Can't do a union boolean

I am making a "pulley sheave" (I think that's what its called) that has teeth to better hold the belt
I would like to use the Boolean command to union all the parts. When I make the teeth, Onshape will only let me make new parts instead of a new feature.
But Onshape gives an error. Here is the file. Thanks https://cad.onshape.com/documents/770878e372412a6b3c0ef759/w/fa774277ee5558bae63b2bc9/e/4c1d8f2b4c998f8e3937960b?renderMode=0&uiState=661ede115727a52512cf8c27
