what means garbled characters when Edit dimensions in Drawing? Also missing "✖" close icon.

That just indicates where to grab it if you want to move it out of the way. Click out to close the dialog.Senior Director, Technical Services, EMEA1

Also, why "show/hide units" icon is missing on some drawings? It is very inconvenient, plus there is no sense to hide measurement units at all.

Engineering drawings typically have the default units stated in the title block so there is no unnecessary repetition. The show/hide units only displays if you set a dimension's units to be different than the drawing default.Senior Director, Technical Services, EMEA2
