How do I create a plane at the end of this tube

Hi,
I want to create a plane at the end of this tube that will allow me to draw a larger circle that I can extrude over a part of the tube to create a sleeve.  I have a plane normal to the midpoint of the plane where I drew the first circle.  I created an offset plane and chose the start point as the location for the plane but it did not create.  Where did I go wrong?

    Offset will make a plane with the specified offset.  I think you want "Plane point."  Or, perhapes easier, sketch on Plane 3, and just use a "starting offset" for the extrusion.  And then extrude "Up to face."  You're creating spoke nipples?

    Or you can just use a mate connector for your sketch (no need to create a plane)...
