Can a "stationary" plane be put in an assembly

Good morning,

 I am rebuilding an older popup camper and using this as a project to learn Onshape. I would like to have a "control panel" in the assembly tab that is fixed in one place so that it doesn't rotate and move with the rest of the assembly. I am relating the sliders with different functions of the camper. One to raise the top, one for each bunk, three to manipulate the outdoor kitchen etc. I would like for this panel to stay one size and location as I zoom and rotate the camper. This is the first CAD software that I have tried to learn so I don't know if this is possible in any software.
 
I am unsure how to link my project here but, a public document search of "Pop Up Camper" will find it with tag "A10ECGent Popup Camper"

    open a second browser window and view the assembly there
