Perpendicular Sheet Metal Flange Tabs

Is it possible to make a perpendicular flange which then tabs into an overlapping panel? Every time I try to make a flange it complains that there would be a collision in the sheet metal. If I try to make a tab with the sketch that is in the correct plane, it complains that the flange is not coplanar or parallel to the new tabs. The only way I can think of that might work is making a sketch on the subtraction scope and extruding from that, but that seems rather messy. I've looked all over for some sort of straightforward tutorial, but am really struggling with this one.

Here's one way that I think should work, not the cleanest but not going to work in one step:
    - Do a "move face" to move the overlapping flange away by some known distance.
    - Create a short 90 deg flange to "start" the tabs
    - Use the tab feature to extend these and create the slots
    - I think you'll need to do a move face on the top of these slots to make room for the bend radius
    - Do the same "move face" on the overlapping the other way to bring it back in place

Other than that you could just extrude the cutouts "manually" first and then create the tabs as flanges
