I am doing a bunch of cleanup in my onshape account this morning, moving documents, deleting documents, etc. I have been opening many documents to double-check that I know what is in them and ensure I don't need them before deleting them.
Suddenly, when trying to open documents, I started getting this message? Is this a cloud issue, an internet speed issue, or something else?

I've run across this one before, there seems to be a limit of files you can open, over a given time span (as in to many requests per minute). Only had it happen when opening lots of files for editing. Just slow down a bit and all will resolve itself. Sounds like it's time for a cup of coffee. Good luck
That seems to be the issue. It's annoying when trying to power through a cleanup or reorganization, but otherwise, I do not have a problem with it.
The coffee pot might run dry.
