How do i change the Diameter of a Circle-Cylinder of a Solid ?

Hello there.
How can i bring this circle from 101.6mm to 104mm?
I am literally trying for 3-4 hours now to understand the program but cant find a way to
easily type in a value , in my case 104 mm and have this outer dimension adapt.
Any hint?
Oh and can i remove these letters at the bottom somehow? They look like they are engraved-3d

Looks like it's an imported model from your screenshot, so you'll need to use direct editing tools.
