rotate face up to vertex?

I want to rotate the face in the image below about the green axis until it is coincident with the vertex at the end of the blue line to result in the red plane. When I do move face and switch to rotate, the option to select "up to entity" disappears. Is it possible to do what I am looking to do or do I need to add a plane and extrude the face to the plane?

I've also searched for this functionality in the past but didn't find it. What I ended up doing was creating a guide sketch on the side and measuring the estimated angle. Then I used that estimated angle variable to drive the move face angle.
There are a few other more complicated ways I can think of, but this was the quickest.

Create a 3 pt plane and use a "replace face"?
This works well for the case that the replacement goes up to the next vertex, but if you try to skip a vertex… no dice (… if that makes sense)
If I select these 3 points for the plane, the replace face works…
but selecting these 3 points for the plane does not let the replace face work correctly…
It's hard to tell without access to this model, but perhaps splitting the face with the holes in it, and then replacing two faces with the plane might work. Sometimes the direct modeling tools need some hints about the topology that you'd like to see.
Or do an "eyeballed" rotate face first and then a replace
