In the external thread dialog, there's only options for standard ISO/ANSI threads. How do I specify a 1.035-40 thread, which is a common thread in optics?

There are a couple of user made feature scripts for thi. I haven't yet needed them myself though.
Try searching the forum for Thread Creator and Thread Lab.
A search for custom thread should turn up plenty of results too, including feature scripts and improvement requests to get this functionality added to on-shape.
else, model a helix and sketch the profile and sweep…
Also I'm not looking for modeled threads — just looking to ensure the proper call-out in the drawing.
Have you tried the "threadlabs" Featurescript?

Just hand type it in a note on the drawing.
Yeah sure — just figured there would be a way to encode the design intent in the part studio but what can you do.
