There's nothing directly the same as that, however, you could create that face as a loft or boundary surface and change one of the sketches that drives it to have it update. You can also non-uniformly scale objects (transform/scale/non-uniform), but that wouldn't achieve this result.
Move Face has a similar function.
Definately not like sketchup. May I ask why you are moving from sketchup to Onshape?
If you do this workflow often, you may want to make a custom feature for it. Or if you need a more freeform modeling approach try using other software like Phi or Blender.
