Hi,
I want to create an "unfair dice" (for testing such feature)
In my drawing I tried to simulate the view of what I want to archive.
One face of the dice should come out, like if it is a ballon and I blew it up too much.
How to create such face?

You might have to learn some surfacing tools to do that or add a custom featurescript like sculpt face, depending on how particular you want to get with the shape.
Just use guide curves and a loft for the bulged side.
