Editing an Extrusion
Does anyone know the best method to make the middle section (9mm)
of this a regular rod while leaving just the ends (3mm on each side) cut?

On your first extrude, pick both regions of the sketch, to make a complete circle extrusion.
Now, unhide the sketch (the extrude command will hide it).
Now make a second extrude, only picking the slot portion of the sketch, and make it a 3mm long cut. On the right end of the part, do the same thing, but pick the right face as the starting offset inside the extrude command.
