How to fillet intersections?

I would like to fillet the intersection of the rod and the semi-torus to reinforce the junction (make it a bit thicker) — the read line below:

The fillet does not naturally suggest this place, is there a simple way to add filets on such intersections?

    Yep, a fillet can only be done on a single part. It can't be done between separate parts.
