I'm looking to convert an STL to NURBS directly, face-for-face

I've downloaded this file intended for use on blender for a character from a game i like. I imported it into blender as a converted STL and took away all the surfaces i didn't need. I then imported it into Onshape to check if it was a surface or a set of full parts. I want to directly turn this closed-body STL into STEP or some other NURBS format. I'm not worried about there being a bajillion faces since i do understand STLs are not perfect curves.

Here in this image i have imported a version with multiple closed meshes forming 1 part. I know how to fix this in blender. What i want to do is run a wire going throughout this character to act as arms and legs (for 3d printing)

I can't do this in blender since i have a very basic understanding of it. I do know the process of remeshing and small edits in blender though, so i can fix any open meshes.

    Short version use a 3d fit spline to connect the bodies. Add a plane on midpoint. Sketch a circle and extrude.

    Are you aware of Onshape's mixed modeling capability. tl;dr you don't need to do anything special to cut holes in your mesh. Just use the normal tools. Still blows my mind coming from other 3D tools!

    Also, you don't need to boolean them together here. As long as they overlap in your slicer they can be made to print as one part.
