Converting imported .stl surfaces to a part

I'm struggling converting the attached .stl file to a single part with all of the geometry. When I try to use the enclose command, I get "selections do not enclose a region". The surfaces somehow do not seem selectable when attempting a mutual trim or thicken. Any advise would be appreciated.

stl files or mesh files need to be watertight before you import them. You can do some editing to them if that is the case. Typically you’ll just use the stl for reference to create regular geometry.
Depending on what you need to do with this you could make a composite part if it is just for reference in an assembly.
If you need to use this an editable part it might be worth redrawing this in Onshape, using the STL as a reference for your model
To import this as a part into Onshape you would need to repair the STL in other software. Meshmixer is good as is MeshLab but there are others.
