What's the best way to fix this imported STL?

make a plane on the bottom flat surface (perhaps offset inward slighly to make sure it's really closed…)
enclose with that plane and the surface
boolean the enclose tot he mesh part
perhaps split the result (don't keep both sides) with the plane to make sure its fully flat on the bottom.
i need the inside of the part to be filled in as well, not just closed off and hollow.
i have the plane and part over lapping and it doesnt work because it doesn't "enclose a region"
Can you share your document? If the incoming STL is not watertight you will not be able to make it solid. on the outside it looks like you might have a chance. but without examining it closer I can't tell.

you should be able to fill that. its watertight. Its just not going to be as straightforward as native geometry. basically you'll just be creating a series of 3 point planes that match the STL to which you will extrude and split/cut/remove. the geometry will join fine with the stl and eventually fill the area once complete. Essentially your just recreating the object using it as a guide in this case. You can't 'enclose' it solid. nor pick it to move or extrude faces. You can add a thin solid on the open side and make it with an empty space in the middle… what you do and how you go about it depends on your project needs or goals. short answer is you can't "fix" the STL. You can add to it or remove from it.
