What's the best way to fix this imported STL?

make a plane on the bottom flat surface (perhaps offset inward slighly to make sure it's really closed…)
enclose with that plane and the surface
boolean the enclose tot he mesh part
perhaps split the result (don't keep both sides) with the plane to make sure its fully flat on the bottom.
i need the inside of the part to be filled in as well, not just closed off and hollow.
i have the plane and part over lapping and it doesnt work because it doesn't "enclose a region"
Can you share your document? If the incoming STL is not watertight you will not be able to make it solid. on the outside it looks like you might have a chance. but without examining it closer I can't tell.
