sketch won't form closed profile

I even rebuilt the outer rectangle from scratch and it still won't form a closed profile
Inspector shows no red on outside edges

Then I start turning the internal edges (the ones near the upper left under the "0.201") with red dots into Construction Lines and all of a sudden it becomes a closed profile!. Why would internal Loose Ends break a shape?

    @Matt_Shields yes, but read my post:
