Implicit Mates and Export Broken for a Part

I was trying to export an assembly from my onshape doc when I came across the error in the picture i attached. I worked the issue down to a subassembly for a motor I had from a parts library (for the FIRST Tech Challenge, if you're familiar). I noticed that one part of the motor assembly seems to have no implicit mate connectors but I can still select edges and faces and points and stuff.
I opened the linked document (https://cad.onshape.com/documents/073bf5a0101cebdd5570d95a/v/e232338808c4d83589dd0748/e/88290d4bff3e9d33a0a64c73) to see if the same issue was there but I can interact with implicit mate connectors there. I originally thought the mate connectors issue could have something to do with the split and booleans used in the motor part studio because of part ID stuff but it obviously works for mating in the document for the motor itself. It just does not work when i insert it into others. This issue was not initially present when I was using this part in my own doc a month ago but after I deleted a completely unrelated (and unmated) part in my assembly today some of the mates I had on the shaft of the motor broke.
Somehow this seems to have some affect on exports. Other tabs I have that do not contain the same motor assembly can be exported as normal as shown in the second picture I attached. If anybody knows what's going on, help would be greatly appreciated.
