how to center a DXF import to a point in the sketch

i have a PCB with a chip I know it's x & y coordinates. I want to add a heatsink above the chip so I opened a new sketch and imported the dxf of the heatsink.

how can i center the heatsink as it is not constraints.

or as a second question, how can I constrain the heatsink.

third question: I added dimension constrain and then used the transform tool and it removed the constrain. how can i avoid that?

    After you import the DXF. add two construction lines through the center of the heatsink. one horizontal, one vertical. This gives you the center. then move the heatsink lines and the contruction lines using the transform tool and moving the orignial point of the transform to the intersection of construction lines. then drag the selection to the origin/center of your chip
