A Face Remains at the Edge When Removing with the Use Command

When I remove one part from another in the design, it doesn't reach the surface, so I use the "use" command to perform another remove, but for some reason, the shape's face remains. The shape is very absurd, and I couldn’t find an alternative solution. thanks for help
