How do I rotate an image?

I have googled this and saw a video, but cannot do the same thing. I am assuming I am missing a keystroke. I have inserted an image into a sketch that I need to scale too an airframe. I need to rotate it to match the current sketch due to some scaling issues. I took the picture later after the sketch started and cannot figure this out for the life of me. Any help is much appreciated.

You can either user the sketch transform tool or you can manually remove the horizontal constraint on the bottom edge of the image rectangle to be able to constrain it differently.
For me that does not work either. I have removed all constraints from the image. I can move it, but there is no option to rotate. If I lasso select the image and the containing dotted lines, I can rotate the frame, but the image stays
If you want to move it just by the mouse pointer, try not to remove ALL constraints. Removing them all will lead to it not having a rotate axis and just float around. Only remove the hor/vert constraints but keep EG one corner point constrained or temporarily fix it. It will then rotate round that point. Just treat it like any other sketch geometry. Cloick on image to see the animation:
