Closed loop is not forming a "face"

I don't understand why I can't get a face from this loop even when taking an indirect route with physical part for forming the loop. I quite literally has to be a closed loop so how is it not working.

    There appears to be an error where one line segment end point is skipped in the loop two times on every tooth ground.

    May I ask why you split the loop up into myriads of straight line segments when you could have had it as splines?

    This gave you this mess:

    While you could have had it like this (quick sample):

    With a lot less possibilities for errors or sketcher overload. (Plus it works). Besides that, I'd probably only sketch ONE tooth of each gear and have a circular pattern do the rest of the job.
