Is there a way to set certain dimension of drawing as non-printable?

Is there any function similar to the Layers, include non-printable property?

I'd be surprised, but am not sure. I'm just wondering: Why would you want that? could you put those dimensions on a second sheet?
sometimes we did tolerance chain analysis on 2D drawing, and will hide them after….. :D
You can move content off of the drawing sheet - put it next to the sheet. When you "print" (make a PDF of the drawing) it will include only the stuff that is on the sheet.
You will always see the "extra" content in Onshape though - so Versions or Revisions of drawings, or drawings you put into a Publication will always show the extra stuff beyond the margins. Depending on your use-case, this might be OK. As soon as you export a PDF (to download, print, email etc) the marginalia will be cropped and not included in the PDF.
PDF = external users (no marginalia), Onshape Drawing = internal (with marginalia).

it's a solution and both view and notes are in the same sheet.
Currently, I mark these notes dimension in same view because it's good for update and management.
