Rotating letters in circular path

I have this disc with letters A-Z using surface text arranged along a construction circle on a sketch. I would like the letters to be oriented / pointed toward the bottom instead of the center of the disc.
In other words, the A is oriented correctly, but the H is on its side and subsequent letters are upside down.
Is there a command or parameter or procedure to do this?
Also, using tracking and kerning, I can not get the space between the Z and A to be the same distance as between the A and the B. Without the ~, its zero space between the Z and A. I've tried putting a space after the Z (and before the A) but both are ignored ignored. I have to place a ~ to get it to look close to what I want. Any ideas on that would also be appreciated.
