Hello. Joining (moving? boolean join? attaching one to the other?) methods will depend on if you are in a part studio or assembly. If you are in a part studio, the end result you are after would be much easier and perhaps not necessary at all if both parts were created from a simple sketch of a square within a square and two extrudes.

Aside from that, if you place a mate connector on each part at the appropriate places, you can use the Transform tool to move one to the other. If you are in an assembly, using mate connectors and a Fasten mate will do the job.

You can place a mate connector at the center of the square hole and one on the center of the square end of the stick or the center of the stick itself. The rest is a question of setting the right offsets. There are compehensive tutorials on that in the leraning section.
