Can't move parts in assembly.

I am unable to get parts to move around in assembly unless I move them via the mate. I have gone as far as creating a new account, building a box without constraints, and placing it in an assembly. I opened the new account just in case I had screwed something up in my old account.

There are no mates on the box (there is nothing to mate it to except the origin and I haven't done that. I can get the arrows and arcs to come up, but they wont do anything. I suspect this is something to do with me or my system. I am not sure that you will have the same issue with the document.

I am not really surprise that it works for others. I am really sure it is something wrong with my system. Any ideas what my be causing the problem?
