Add condition button not showing on configuration visibility conditions

Where is the button to add visibility conditions? In the example shown in the help menu it shows a button that says "+ add condition". I do not have this button. I am unable to add any visibility conditions because of this. This is the project in question:

It doesn't support configuration variables yet…
For context, we don't allow this (yet) because comparing floating-point values is fraught with danger. If you're not careful, you'll get some very mathematically unexpected behavior.
