Mate Propagation when using Replicate

Doing a little Thanksgiving Eve modeling (shoutout to the EDU Design Challenge Happening right now!) and I'm running into a bit of a challenge when it comes to putting together this Bell Automata model. I'm trying to do two things with configurations:
1. allow for the user to select a number of bells (ideally, this would be more than the number that I would comfortably be able to mate up manually. I can figure out how to do each mate, but if I'm going for an absurd number of bells, say 200, I don't want to deal with the suppression and unsuppression of parts/mates)
and the reason I can't use a linear pattern for this is
2. I want to allow the user to be able to offset the Cams to create an oscillation effect when all the bells are mated.
I have set up my faces that the Cams will be mated to, and I can replicate either the Cam itself, or the entire mechanism subassembly using these faces. The problem is, if I replicate the Cam itself, there is no way (that I've found) to replicate the correct behavior with the Cam follower and rest of the mechanism unless I add these mates manually, which as I mentioned, wouldn't be manageable with more than 10 or so bells. If I replicate the mechanism, the bells and followers rotate with the Cam, since the entire subassembly is being rotated.
I think what I need is a way to define the orientation of the subassembly and the relationship between the Camshaft and the Cam in the same mate, which I am not sure is possible.

If anyone on here who is better at assemblies than I am wants to take a crack at it, it's been a fun exercise to think on and I'll keep this feed updated if I find a solution!
