Cutting holes and removing material from existing configurable parts (VEX parts library)

What is the Onshape workflow for modifying an existing configurable part by removing material as cut holes or linear cuts?
I am working with the VEX V5 Parts Library (Official) for robotics. As an example have a 1x5x1 x 3.5 inch Aluminum C-Channel part. From this configured part I want to remove a section of the "5-hole" plane. It is OK if the result becomes a new non-configurable part. Another common example would be enlarging (drilling out) one or more of the gridded holes to allow a larger shaft part to pass through.
I can't find any tools in Part Studio to Insert VEX Library parts as done in Assemblies. I would like to work in a Part Studio to sketch a new negative shape and boolean remove that material from the main part. The hole(s) should remain with the modified part when used in assemblies.
These parts libraries are public but the resource is owned by the library creators. When using "Edit in Context" on a configured inserted part, the error is "You are not authorized to access this resource." which makes sense. Edit in Context here would seem to mean editing the library source.

The desired workflow is to customize this part in a Part Studio by removing material along cut lines and holes.
You can derive the part into a new part studio, and modify that to your heart's content.
