Why can't I thicken this curved pipe surface more than .04 of a foot?

I tried another water slide drawing and at a constant elevation the two pipes had a conflict. So I tried editing my curves to get them to fit between each other. But now I can't get the new one to thicken more than .04 of a foot. If anyone has any input on how to edit this curve I would appreciate it.

    The fact that the curves aren't all tangent to the straight sections seems to be causing some weird issues with thickening the surface. Note where the red highlights are at the ends of the curved sections.

    If you make the curves tangent (or better), then you can easily thicken as much as you want.

    Is there a chance I could get a brief explanation of how you did it? I can't seem to make it work.
