Tolerance alignment and leader attachment in drawing

Hello,
I’m trying to align the tolerance so that the fit letter is centered on the dimension in my drawing. I’ve tried adjusting the drawing properties, but haven’t been able to achieve this.
Also, is there a way to attach the leader to the side of the racetrack instead of the bottom?

P.S. Image 1 shows the drawing I’m currently working on, and Image 2 shows the style I’m aiming for.
