how to apply rotate and fixed mate

hi how do i apply a rotate mate on something i need to be fixed to another rotate
in my example a gear cluster set where one is 32 teeth and another is 21 i need the 32 to rotate from a 18 tooth input gear so i need the 21-32 cluster to have rotate mates but need them fastened to each other it becomes a problem when applying a gear relation to the 18-32 gear due to the 32 being fastened to the 21 tooth gear hope this makes sense

Sometimes it is a lot easier to answer such questions when we can see the document. There is a comprehensive chapter on mates in the Learning Section, though, which you might want to work through before.
