When will PCB Studio be fully functional?

So… is PCB Studio just being left to rot on the tree?
-Appears to be in perpetual Beta. How many years ago was it released?
-Missing basic functionality (defining keepins/keepouts/routing keepouts, etc. for ECAD export) to make it useful as an ECAD tool. Is this functionality hidden somewhere and I just can't find it?
Sure it can import a EMN/EMP from another CAD tool but that's not even a enough functionality to have it's own module name.
Is there just not enough interest from the user base?
