How do I make sheet metal parts where I know the start surface and the end surface?

I generally don't use or need the sheet metal tool except when I need to unwrap a folded part for cnc router or water jet cutting. Most of these parts start at a referenced location and end at a referenced location, and then have various bends between the two. Is there a way to use the sheet metal tool for this, rather than starting at one place and using flanges and bends to work my way towards the other end?

I have tried making the part with extrusions and fillets, but they almost always fail to convert, even with generous fillet sizes (no sharp bends).
