The Blades are touchng the top face , i need blades to stat after 5 mm from top

You could sketch the outer ring, the blades, and the hub as separate sketches, then extrude to the height you need for each.

I created a new plane 5mm below the top, sketched a 125mm circle there, and then an extrude/remove to delete the top of the blades & hub.
If needed the hub to match the ring height you could sketch the hub circle on the same plane and extrude/add back up 5mm.
I'm new at this, but starting to figure a few things out!
