Pantograph constraints

I decided to put together a quick pantograph test:

(not sure if that's the right link to share documents or not)
However, it doesn't seem to behave like a pantograph. With 1 arm fixed, it locks the entire assembly. Any thoughts on how I can modify the mates or assembly to get this to behave like a pantograph?
