Cannot extrude remove due to "merge scope"

I finished revolving a simple wheel hub shape.
On the revolve face I drew a circle and tried to remove extrude it.
The extrude keeps failing telling me to select a merge scope.
There is nothing for me to select to "merge scope".

We need to see the revolve feature, but it looks like that is set to surface instead of solid. Also, it's a good idea to fully define your sketches.
