Is there a bug in sweeping closed paths?

I seems o be having a problem making an o-ring groove for a static flat surface. I make a path in one sketch. I make the sweep geometry in another sketch. I use sweep and a bizarre result happens.

It works fine even if we place section at middle and if we don't have any fillet(or arc)in sweep path. But why it is not working if we have arc or fillet.
