Revolve extrude issue

I imported the file as a dxf and I cant get it to revolve extrude. The surface feature works but not the solid. What am I doing wrong?

Your sketch was not closed. It consisted almost completely of "Fixed" constraints instead of "coincident" constraints.
When the "Fixed" constraint is applied the entity will not move, while "coincident" entities actually share the same space in a sketch.
Below is your original sketch.
With the "Fixed" constraints removed, the sketch entities were not actually touching each other.
Closed sketches make solid parts. Closed sketch regions will have a darker grey region to show that they are closed.
And your part revolves as a solid part when the sketch is closed.
