1 In a sketch, how can you rotate a rectangle so you can add it to the edge of a circle at a 45 degree angle.
2 How can you add grid lines (Vertically, Horizontally & Diagonally)

If this is removed, then it is possible to rotate the rectangle by free drag if it is pinned to something (such as constraining a corner). From here you can make a horizontal line (with construction on) and then dimension the two lines to be at a 45 degree angle.
1. After making/dimensioning the rectangle hover over the bottom line, find the horizontal constraint, select it and delete it with the delete key
2. Pin one of the corner (I used a fix constraint on the bottom left corner) and start rotating to about 45 degrees.
3. Sketch a horizontal line that you want your angle to be about (and remove the fix constraint).
4. Use the dimension tool, select both lines and place the angle. At this point set the angle to be 45 degrees.
To your second question, there are no grids available in Onshape.Jake RamsleyDirector of Quality Engineering & Release Manager onshape.com5

2. I'm not sure exactly what you mean here; if you mean sketched lines in a grid, take a look at the linear pattern tool in sketching. Draw a rectangle, then select a vertical edge and linear pattern, then repeat for the other direction. If you mean snap points as you're sketching geometry, I don't think OS has this functionality currently.

When you do this, you will see that the top line has been given a horizontal constraint (in yellow below). Delete that, and you can rotate the rectangle by dragging one of the corners.
Another way to do it, is to create the rectangle from scratch using lines & constraints.
2. By grid lines in the sketch, do you mean, for reference or do you actually want to sketch a pattern of lines?
