Positioning long parts - a rod needing to be tangent to two cylinders in 3D - can't seem to get it

I have an assembly where cables run over several sheaves in 3D. I am trying to approximate the cable path with a rod.  Trying to get the rod in place, is so unstable, i can't get both ends in place.  Is there a way to connect one end, then drag the other. the obvious drag tool, is not helpful.  I tried to make a tangent mate between the rod and sheave surface - but that made the assembly do strange things...even with just the first end.
