How do I update In-context parts within assembly when put in new assembly?

Ran into a problem.
I created this tank as an assembly and ran my pipes using ICE. They update fine if I'm within the tank assembly, but if I insert the tank assembly into another assembly they don't move, nor can I update them. Is there someway they will update?
The tank on the left is how it inserts into the new assembly. The tank on the right is what happens when I try to move it.
