Fully Constraint bug

I have this simple sketch
As its black it's fully constraint, i.e. zero degrees of freedom. yes?. No
I add a perpendicular angle (take away 1 DOF) here and it becomes as I want it. The paradox is that if it was fully constraint before then it should become red for overdefined. Or it should not have been black before as fully constrained.
