How do I easily remove a strip of material from the face of a cylinder?

Hey all, let's say I have a cylinder similar to a tuna can. I want to remove a strip of material from the side of the can to make it "skinnier" in the middle, so the top and bottom thirds of the cylinder remain untouched but the middle third of the cylinder has a smaller diameter. I feel like there must be a simple way to do a sweep around the perimeter to remove material but I'm having a hell of a time getting the sketch to cooperate and constrain to my existing part. I'm creating curve point planes and trying to constrain a "remove" rectangle to the part but it's not working. Is there an easier way to do this?
