sheet metal behavior at bends

I went looking for a work around to get a rolled part. Had success until I went to put some cut outs through the part.
Used 4 bends with small straights and got what I was looking for well within tolerance needed.
Problem came when projecting cut outs since everything is a bend.
Restrictions around bends was a bit confounding:
1: cut out must extend across entire bend or feature fails.
2: cut out can't be on the edge of a bend or feature fails. (normally can move out a small amount to accommodate like .001)
3: works when cut out extends right across bend but no mater depth specified the cut extends through to bottom of bend.

This behavior is not so good for a number of items I work with that may have pipes or the like passing through large bend corners or in this case all bend corners. Any cut out that passes through, around or over a bend fails.
