Is it possible to import a Fusion 360 .f3d file?  When I tried, it shows as "non translatable".

    No, not possible. And not likely to ever be possible, I think. A .f3d-file is a complete archive of the design, including all the operations. This will never be translatable (at least not without an extreme amount of work, and not likely to fully support all operations anyway), so you'd be better off just exporting the solids from within Fusion 360 (as STEP files), and then import those to Onshape.
